MaPEeR SME - Making Progress and Economic enhancement a Reality for SMEs |

The MaPEeR SME proposed CSA covering EU-27 Member States and Bosnia & Herzegovina, with a clear cross-sectoral approach, aims to acquire comprehensive insight into the design, implementation and impact of existing SME research and innovation support programmes and initiatives and convey it in the most appropriate way to SME stakeholders and policy-makers. The methodology adopted by MaPEeR SME brings SME needs and requirements in the centre of the development and evolution processes of programmes and initiatives, in a user-centric framework. End-users will be integral part of the process. MaPEeR SME is to identify, map and analyse all those programmes and initiatives that assist the collaboration between science and SMEs. Including purely technology-oriented and R&D programmes, but also life-long learning or applications of industrial science results. MaPEeR SME will also identify and evaluate the economic, social and environmental impact of identified support measures on SMEs to pro-actively feed in the web platform and to improve and develop recommendations for new support measures better addressing SMEs through the European SME Council . On this basis the MaPEeR SME work plan foresees the definition and refining of a (regionally-differentiated, and cross-sectoral) Strategy for the future design of new RTD and innovation policies, measures, and support services to assist research actions in favour of SMEs and fully exploit synergies between research, innovation and education activities. The approach guiding the MaPEeR SME project is to come up with a comprehensive set of practical recommendations, comparative analysis and consistently effective strategies and policies to improve performance of SMEs advance research and innovation initiatives and programmes by learning not only from best practices but also mainly from the processes by which they are achieved. The ultimate goal is to increase the participation of SMEs in the EU research programmes, by improving the conditions for participation and overcoming the barriers for innovation activities. Accordingly MAPEER SME has defi ned some crucial objectives: • Boost SME’s research and innovation activities and performance by bringing down barriers for SMEs across the EU to get them into the “research and innovation loop”. • Provide R&D&I funding plan of Europe by establishing a database of regional, national and EU level R&D&I programmes • Assess the needs and expectations of SMEs and transform their views into recommendations for policy makers and programme managers • Utilise and benefit from synergies of EU initiatives in the R&D&I field and initiate structured policy dialogue between the various players at EU and national, regional levels (DG RTD, REGIO, EAC and ENTR, along with national and regional level) through the European Experts’ Panel on SMEs. • Set-up and establish sustainable mechanisms to provide advice to the EU, the national and regional policy makers and programme managers (from R&D&I related Ministries, research agencies and intermediaries) as well as SME Stakeholders. |

Added value for SMEs - The proposed activities aim to facilitate and enhance partnerships, networks, clusters, projects and other initiatives involving SMEs in the field of R&D. This is done through the implementation of a sustainable web platform gathering project results (publication and reports on SME performance and other aspects), exchanges of experiences and best practices; - The project aims to highlight difficulties and expectations that might not be reflected in the policy-making and funding planning. SMEs must be empowered of the necessary tools to tackle the challenge of innovation and R&D and policy-makers the required feedback to adapt their agendas to key SME needs and priorities; - Empowering SMEs in a Knowledge Base Economy. This knowledge base will be conveyed through the web portal, which aims to be a “one stop” portal for SME stakeholders in the field of S&T; - to obtain a comprehensive insight into programmes and initiatives to support research activities for the interest and benefits of the SMEs, in terms of their structure, methodologies and impact; - results of the studies will be useful to better define a strategy for the future research actions in favour of SMEs in the ERA; - The MaPEeR SME outputs include recommendations to the support programmes committees regarding SME focus. In particular: needs, requirements, expectations, identified barriers and hindering factors, successful and unsuccessful case-studies, direct particularly relevant feedback from SME end-users, etc. This will contribute to the fine-tuning of existing SME policies and measures or to the introduction of new key priority issues; - MaPEeR SME will create, develop and implement a state-of-the-art suite of knowledge and information able to provide full, permanent and comprehensive support services for all on-going initiatives and programmes for the benefit of SMEs; - MaPEeR SME is to create and establish the appropriate mechanisms and elements to derive policy recommendations to remove barriers and foster the development of a wider and more solid base of SMEs active in advance research and innovation activities. MaPEeR SME with its analysis, end-user involvement, the creation and launch of the European SME Panel and the conceptual design of the “My Peer SME BackOffice” will set up the ground base to mobilize all these 8M SMEs into research and innovation by providing the added value of simplifying things for SMEs and provide “solutions to overcome their obstacles”. And that's one of the most important and high impact value added outcomes of the Project. |
