BACKGROUNDS - Improving Productive Clusters Accessibility To Global Market



The project aims at improving the capacities and intervention strategies of regional authorities in charge of managing maritime transports from an integration point of view so as to improve the local productive systems. In particular, an inter-modal network model will be developed, so as to involve local stakeholders and structures in the achievement of a sustainable inter-modality both for the environment and local economy. Furthermore, BACKGROUNDS project will reduce roads and highways congestion, appreciating the opportunities of local productive systems within the globalized traffic. The activities suggested by the model will ensure the coordination of both information and actors involved in the inter-modal network. The project will support a new approach in sharing information and developing strategies between inter-institutional actors and local operators, by mean of “Communication Protocols”. These tools will assure the transfer of collected data in real time through the IRS systems, as well as their dissemination among the operators.
In order to reach these objectives the project is structured into the following activities:

• Project management and coordination
• Analysis of the critical state of ports and evaluation of benchmarks in harbor systems involved in the project
• Establishment of a network model of inter-modal routes and interconnections with the involved territories
• Evaluation of possible scenarios of the inter-modal network system and pilot testing of the model
• Information, communication and capitalization actions.

Added value for SMEs

BACKGROUNDS aims at developing a governance model involving ports and port infrastructures within the Mediterranean basin and targeting a better integration of existing poles (small and medium hubs as well as larger ones) with their own territories and the relevant productive clusters. This would lead to an appreciation of local peculiarities within the general framework of the global market. The project aims at providing efficient tools to face functional, operational and organizational problems related to the traffic of goods and passengers in port regions. These instruments should reduce roads congestions through the implementation of a common communication protocol.
