CESAR II - Co-operative European System for Advanced Information Redistribution II



The overall objective of CESAR (Co-operative European System for Advanced Information Redistribution) is the improvement of intermodal transport performance and quality, to attract more transport volume for intermodal transport and increase efficiency of transport in the European Union.
Started as a co-operative project, the main step to generate this quality improvement was the development of an intermodal transport information system. CESAR established the basis of a common Standard interface for information and data exchange and distribution between combined transport operators and their clients, mainly road hauliers and freight forwarders. This co-operative approach enables the initial three partners to join the performance of their different EDI systems by allowing them to keep their decentralized structure which responds to a number of national or specific user requirements.
The CESAR project demonstrated how to create a European alliance of several operators through creating one interface towards the client. The goal of CESAR is to connect the different systems of combined transport (CT) operators to react like one EDI system towards their clients. The EDI connection was done in a pilot application between three major CT-operators in close collaboration with other operators and partners in intermodal transport as a model to encourage European harmonization and standardization.

Added value for SMEs

CESAR provides transport and logistic companies sending their cargo units via rail in the main run with an information source that allows inquiries about all their cargo units via a single Internet address www.cesar-online.com, regardless of which of the affiliated operators is carrying them. The CESAR system is strictly neutral in this regard: each customer, each affiliated operator and now also each terminal agency can call up information about their cargo units while completely protecting the confidentiality of such information vis-à-vis the other participants.

The principle of CESAR lies in gathering all the transport information coming from the operators’ systems in a central database, where it is integrated and made available in real time to the customers after quality checks. With one click they obtain via Internet lists showing which consignments are ready for pick-up on the terminals, which can be loaded on the trucks or which were already picked up. CESAR provides each customer with an insight of irregularities if they ever happened. The attention of the affiliates is naturally focused on everything that does not work as planned. So the trucks which come for pick-up change plans in case of delays in order to avoid unnecessary costs and to optimize the pre- and post- haulage.
The trend goes towards further integration: some larger customers already have a B2B connection with all the CESAR data directly in their own in-house data processing system.

Currently 460 customers of ten CT operators regularly use the "CESAR"- System. Tracking and Tracing information of roughly more than the 2/3 of the European Combined Transport can be called up through this standardized interface. Each transport day, the CESAR-Server handles over 6.000 database queries and gives 55.000 status reports to the CT customers, which represents an increase of 30% compared with last year.
