ENCOMAR-TRANSPORT - Enhanced Co-Operation Between EU Member States and Associated Candidate States in Maritime Research on Transport



The ENCOMAR-TRANSPORT project aimed to improve co-operation between the new EU member states  (NMS), applicant countries (AC) as well as Russia, Ukraine and Turkey first in the maritime fields and then in the inland water transport.
ENCOMAR-TRANSPORT had two general strategic objectives:  1) to help the integration of the NMS, AC, Russia, Ukraine and Turkey into the European Maritime Research Area, thus supporting the EU policies and the formation of European research Area (ERA), and  2)  to support the goals defined in the maritime part of the Sustainable Surface Priority of the 6th Framework Programme. To support integration, ENCOMAR-TRANSPORT helped joint use of R&D potentials and resources. The project have promoted a culture of innovation and fertilized participation of SMEs in European research. Technically, enhanced exchange of information, technology transfer and research cooperation initiated by the project helped to meet demands of European transport policy and to the objectives of the sustainable surface transport priorities.
Particular focus was on:  a) Shipbuilding and ship-repair, including ship equipment manufacturers and maritime service providers,  b) Waterborne (long-haul, short sea and inland waters) transport in Europe,  c) Maritime Transport safety, especially focused on transport of dangerous goods to avoid environmental hazards in European waters, the Baltic and Mediterranean and Black Sea, and  d) Efficient transport of marine natural resources.
The following activities were conducted within the ENCOMAR-TRANSPORT project:  a) A Network of Maritime R&D National Contact Points (NCP) was created,  b) Information about potentials and activities of European research in the NMS and neighbours of the EU were given by workshops in those countries, and  c)  Research community and industry were informed about the potential of countries not yet integrated in European research.

Added value for SMEs

The analysis of key actors and potentials of the maritime field and inland waterways transport in each country represented in the project was made.
Four Brokerage Events with participants networking.
Potential of SMEs in NMS, AC as well as Russia, Ukraine and Turkey was presented to participants of project events coming in from older European countries.
Research priorities for future joint research projects were identified.
Platform for establishing contacts between the actors in critical technologies and priority areas.
Few project proposals were prepared jointly; Support for projects initiation.
Ten NCP were established in the project consortium countries (in Poland, Romania, Slovakia, Bulgaria, Hungary, Latvia, Lithuania, Turkey, Russia, and Croatia).
Clustering benefits.
Capabilities of SMEs’ to co-operate in FPs and other R&D activities were significantly elevated.
