P3ITS - Pre-Commercial Public Procurement for ITS innovation and deployment |

The European Commission has dedicated specific working programme topics to cooperative Intelligent Transport Systems and Services (ITS) to help advance technical research in this area. Pre-Commercial Procurement is a method for public purchasers to finance the development of ground-breaking solutions to a problem, in view of future commercial procurement of large volumes of end products, when they have identified that the problem cannot be effectively and efficiently solved by a state-of-the-art solution. WP1 reported on the needs and requirements for the innovation and deployment conditions of ITS, and how Pre-Commercial Procurement (PCP) can answer it. In a first part, the general process of PCP is described. Then, the report showed a picture of the complexity of ITS deployment and described in more details the needs and requirements for it. Next to this analysis, the report presented the situation in several countries for deployment of ITS, the local needs and requirements and the role that PCP can play to foster it. The report concludes on the benefits that PCP can offer and on the role that the public authorities can play to stimulate innovation and to stimulate the market uptake. WP2 established the legal framework for public procurement and PCP and then moved on to describing how procurement of innovation has been implemented in practice in different Member States in the EU. Practical examples from two of the programmes have been included to give a better understanding of the actual use. The use of PCP is not without obstacles. The report offered suggestions as to how to overcome these obstacles. WP3 work lead to the P3ITS Handbook, for giving information and decision making support when introducing and using PCP. |

Added value for SMEs - P3ITS Handbook - Future research chances through pre-commercial public procurements, based on the P3ITS findigs. In the PCP, until now, the SMEs were the most often participating group in the procurement, what means a great chance for higher quality of their products and services, future market competitiveness, and employment. |
