Smart-CM - Smart Container Chain Management



SMART-CM is a research project co-funded by the 7th Framework Programme of the European Commission and partners from freight–related industries, with the objective to develop a Single IT platform which is Neutral and Open and will enable secure and interoperable data exchange among public administrations and market players in global door-to-door container transport management.
SMART-CM employs The Web, and Track & Trace technologies, to facilitate interoperability of Container Security Technologies and to enable Freight Visibility and Cargo Security from one end of the freight management supply chain to the other. A service-oriented architecture (SOA) leverages these web technologies and guarantees the realistic relationship between goods flow and data flow.
Driving factors behind the development of the SMART-CM platform are critical needs from the supply chain industry and customs authorities for:
• Transparency, Security and Reliability in tracing containers in the supply chain.
• Timeliness and reduction of overall transport time.
• Cutting of Operating Costs, especially by reducing expensive bottlenecks in hinterland connections.
• Decreasing administrative burden, by creating interoperability between modes and systems.
• Handling exceptional situations during cargo transportation by container.

Partners involved in SMART-CM are:
CERTH, TNO, University of Rome, VTT, Planet, VIL, MARI, CEN, Porthus, Tredit, Fraunhofer, TIFFA EDI, Sequoyah, EDC, BPV, Belgian customs, Greek customs, DHL, KUEHNE+NAGEL, PROODOS S.A., COSCO, PSA, DP WORLD, Port of Antwerp, Port of Thessaloniki, TIFFA, Ningbo Port and Intermodal Transport providers via EIA.
SMART-CM enables logistics and security related information to be shared along the global supply chain, by providing in advance customized communication on container status between Shippers, Logistics Service Providers, Transport Service Providers, Port Authorities with Terminal Operators, AEO (Authorized Economic Operator) agents and Customs.
Through the interfaces, and by combining the information availability among the supply chain stakeholders, SMART-CM responds to the need for enhanced visibility and reliability of the supply chain, increased efficiency, reduced logistics costs and enhanced security.
The project entered in the last year of its life cycle and the developed solutions are tested under real operational environment of global supply chains.

Services supporting the set up & operation of Secured Trade lanes available to Customs Authorities:
• Notification on authorised stuffing and closing of container at origin
• Container security status provisioning along the chain in real time
• Container “breach” alerts generation (messages pushed by the platform and available also for industry)
• Unified procedure and service for Authorised opening of container independently of the Container Security Device (CSD) technology used .
• Secured Trade Lane, Container & Consignment IDs relation.
Global Chain Visibility & Value Added Services provided to transport and logistics industry:
• Container ETA update taking into account history of previous containers of the same consignor and real time CSD data
• Container prior-to-arrival notification at intermediate and final destinations in line with actor customized thresholds
• Container delay alert generation along the whole route taking into account initial plan & updated ETA
• Container idle time alert at terminals taking into account thresholds that can be specified by the actors
• Container geo-fencing alerts on regions specified by the user either at terminals or at intermediate way points
• E-mail notification alert handling for all VAS taking into account user profiling.
• “ICS SEAP” service enabling the creation of one ENS declaration which will be send to the different involved in the chain EU customs in the required format (according to national specs) and communication channel.
Project outcomes for Technology providers industry:
• Users driven Key Performance Indicators for Container Security Devices in order to meet security and chain visibility requirements.
• A CEN workshop Agreement for pursuing communication standards among CSDs & Service platforms providers enhancing interoperability of technologies and solutions currently applied in chain security management.

Added value for SMEs

The project developed interoperable single window platform for container security devices which support the penetration of this technology providers to transport and logistics (T & L) industry.
In addition, a service platform has been developed. It makes available to SMEs of the logistics industry value added services that allow them to monitor the operations of the global supply chains in real time and efficient way. This last product outcome supports the ‘’entry’’ of SMEs in the global logistics chains.
