TRANSMES - Bringing ACC and NMS SMEs operating in the transport and environment sector closer to the European research area by publishing an open call for submitting draft project proposals



The TRANSMES aim is to promote among SMEs operating in ACC and NMS transport and environment sector the participation in the EU FP6 and FP7 R&D projects. ACC and NMS SMEs active in this field are not sufficiently experienced in coordinating such projects or cooperating with leading EU institutions. Their involvement in the structuring process of the ERA is very limited. They are also not enough informed of the results and achievements of previous FP projects. In order to improve the present situation the info-days in 2ACC and 5NMS will be organised. They will explain the rules of Integrated Projects, Networks of Excellence, STREPs, Cooperative and Collective Research Projects targeted at SMEs. SMEs will be familiarized with the results of EU research projects and with current issues of research and industry in ACC, NMS and OMS regarding FP6. The national training sessions will be organized in 2ACC and 5NMS. There will be a possibility to discuss how to rise the number of projects with SMEs involvement and how to contact with ongoing IP and NoE coordinators and with potential partners. SMEs will participate in the course on how to write a good proposal to FP6 and FP7.Afterwards the national open calls for submitting drafts proposals will be published. The evaluation will be done in cooperation with OMS partners, as the main tutors and with national or regional bodies responsible for funding SMEs research and innovation activities.Each ACC and NMS partner will choose the best draft and assist the winners in writing the proposal to the EC. The final proposals, before submission, will be checked by the experienced OMS partners. Moreover the project partners will help SMEs to find existing and emerging IP/NoE and STREPS in order to include them in the consortia.Through its 24 months duration TRANSMES will provide specialized brochure on info days and training sessions and calls. The specific website with a newsletter will be created which will be a basis for future partner search.

Added value for SMEs

The potential impact of TRANSMES project is the increased participation level of ACC and NMS countries from SMEs transport and environment sector in FP6 projects, establishment of cooperation links between them and making the ACC and NMS companies more visible in the European Research Area.
In order to achieve that TRANSMES project will organize information days and training sessions in each ACC and NMS project partner countries. This event will have also some specific objectives:
- present opportunities of involvement in IP, NoE and STREP, Cooperative and Collective Research projects
- present results, achievements of EU previous and current projects with SMEs Besides information days, TRANSMES consist of: publishing an open call for submitting Cooperative Research Projects, IP and STREP drafts project proposals, evaluation and selection of the best draft project proposal and assistance to the winner in writing the project proposal to the European Commission.
Moreover the TRANSMES project includes promotion actions (leaflets), promotion of ACC and NMS SMEs potential among STREP, NoE and IP proposers through database, website connected with CORDIS and individual consultations with SMEs representatives. Realisation of TRANSMES project will contribute to increase the competetiveness of SMEs in ACC and NMS countries and to increase awareness about possibilities in FP6/FP7 for SMEs in transport and environment sector. At the Information Days representatives from SMEs will get the knowledge about the rules of STREP, IP and NoE projects. And on the training sessions the representatives will learn how to write the best project proposal for these actions. The national training session in each 2 ACC and 5 NMS. In order to strengthen its results, the event will be organized in cooperation with partners from OMS and a representatives of the European Commission. Common assistance will contribute to:
- increase the number of participants interested in cooperation in FP6 projects and FP7,
- increase the number of transfer of knowledge,
- augment the critical mass of the European project by more significant involvement of the ACC and NMS.

Impact on the transport and environment sector in ACC and NMS
The increased participation in the FP6 project will help the ACC and NMS SMEs to keep with recent achievements of European research. The research results will be easier available to the ACC and NMS industry. The experiences of FP5 show that participation in the projects has a huge impact on the change of the attitude of researchers in ACC and NMS, who suffer lack of contacts with industry. The EU projects are playing a role of best practices to promote the collaboration.
Strategic impact on ACC, NMS and OMS collaboration
The low level of participation of ACC and NMS partners in proposals is influenced by lack of contacts and collaboration schemes between them and OMS partners. The ACC and NMS potential is unknown and for this reason the partners are not included in the projects or the choice of the partner is more based on random cases than real knowledge of capabilities of given partner. Increase of the contacts will have a strategic impact on the research and industrial collaboration also beyond the limits of the projects. This will be assured by the TRANSMES database with entries from all project partners countries.
Contribution to ERA creation
Better knowledge of ACC and NMS research landscape will lead to better collaboration on European level and will help to integrate the ACC and NMS in ERA. The collaboration links in the projects will lead to better coordination and structuring of research on European level.
